Declan Black is a former ships Master who served on a variety of ship types for over 19 years before joining the Irish
Maritime Administration in 2009.

He is a Master Mariner, holds an MSc in Shipping Operations from Southampton Solent University and is currently undertaking an MEng in Autonomous Maritime Operations from Novia University, Finland.

Declan represents Ireland at the International Maritime Organization (IMO) on the Sub-Committee on Navigation, Communications and Search and Rescue (NCSR).

He represents Ireland at The International Hydrographic Organization (IHO) and on the North Sea Hydrographic Commission (NSHC).

Additionally, he represents Ireland on European Commission High Level Steering Group ad hoc Expert Sub-Group on Maritime Autonomous Surface Ships (MASS).

Declan is a board member of INFOMAR (the Irish seabed mapping programme).
